Founded by and for cancer survivors, NCCS is the nation’s oldest survivor-led advocacy organization.
We are a recognized leader in advocating to improve cancer public policy and empowering cancer survivors. NCCS represents the interests of cancer survivors to Congress, the federal government, payers, policymakers, and all others whose work affects people with cancer.
POSITION SUMMARY
Reporting to the CEO, the Public Policy Manager plays an essential role as a key member of NCCS’s policy team, working in coordination with the Policy Counsel. Responsibilities include:
- Serve as a voice for cancer survivors in policy discussions with Congress, federal agencies, and state governments;
- Develop and leverage relationships with Congressional staff to advance NCCS’s legislative priorities;
- Represent NCCS at meetings and develop strong relationships with health care providers, payers, patient advocacy groups, pharmaceutical companies, and funders;
- Create effective strategy and messaging for advancing NCCS’s policy objectives;
- Work with NCCS’s advocacy director to activate and support Cancer Policy Action Team (CPAT) members (cancer survivors, caregivers, and health care professionals) in their advocacy efforts;
- Plan NCCS’ Hill Day, which is part of the CPAT Symposium held annually in June;
- Draft position statements and fact sheets, policy-related website content, and other policy documents as needed;
- Give presentations to various audiences on NCCS public policy priorities and activities;
- Collaborate with NCCS communications team to develop policy-related website content, newsletters, blog posts, and social media;
- Monitor and report progress on legislative activity to NCCS leadership, staff, volunteers; and to the broader NCCS community;
- Perform other related duties as a core member of the NCCS team.
QUALIFICATIONS AND WORK APPROACH
NCCS seeks a policy professional, committed to and knowledgeable about NCCS’s mission of providing access to the best possible cancer care for all people with cancer and supporting their caregivers. The ideal candidate will have experience in the health care non-profit space along with knowledge of cancer care-related policy. The successful candidate will have the following:
Public Policy Skills/Background:
- Minimally 5 years of experience in public policy, advocacy, and government relations at the federal level of government;
- Understanding of Capitol Hill and the role of the Executive branch in setting and regulating health care law and policy, especially as it relates to the providing care to cancer survivors;
- Experience educating congressional and federal agency staff about complex health policy matters;
- Experience crafting and implementing legislative strategy;
- Experience producing outstanding written materials that translate complex health policy matters into understandable message points, including articulating and making the case for the key desired policy outcomes;
- Experience bringing the stories of affected individuals to the legislative arena, including working with communications experts to strengthen the power of the advocate testimonials;
- Bachelor’s degree required.

LOCATION
The position is remote, but the Manager must reside in the DMV area (Washington, D.C., Maryland, or Virginia) and be able to attend in-person meetings with external stakeholders 2 to 3 days per week.
